Russian envoy urges OSCE to deter Kiev from new military campaign in Donbass

The growing tension in Donbass and a number of other signs point to Kiev's desire to resume an aggressive military campaign in the region, which the Organization for Security and Cooperation in Europe should oppose, stated Permanent Representative of the Russian Federation to the OSCE Alexander Lukashevich.

"All the signs that Ukraine is apparently preparing for some kind of revenge are evident, therefore, the tension is increasing. And, to a large extent, an adequate response from both the OSCE community and, first of all, our monitoring mission will now be required," he said on air of the Russia 24 TV channel.

Among such signs, Lukashevich called events related to the law on the reintegration of Donbass, which involves reformatting the so-called antiterrorist operation into a "Joint Forces' Operation."

"The work of international observers on the ground still restrains the hotheads of the Ukrainian military," the diplomat stated in the context of the role of the OSCE mission in Donbass.

The introduction of the Joint Forces' Operation regime in Donbass is stipulated by the law "On the peculiarities of the state policy for securing the state sovereignty of Ukraine over the temporarily occupied territories in the Donetsk and Lugansk regions" (on the reintegration of Donbass) adopted earlier in Ukraine. In this document, the Donbass Republics are called "temporarily occupied territories", Russia's actions are qualified as "aggression against Ukraine," and the Ukrainian president is given the right to use armed forces inside the country, including in Donbass, without the consent of the parliament.

All the preparatory procedures related to the implementation of the law must be completed by April 1 of this year.
