The US believes that the deployment of a UN mission throughout the Donbass region is a prerequisite for the implementation of the political points of the Minsk agreements, the US Department of State's special representative for Ukraine Kurt Volker stated during a telephone briefing in Brussels on Monday, January 29.
"The United States believes that for elections to be held in Donbass the UN mission should be deployed throughout the region," Volker said. "The United States wants the mandate of the UN mission to be more than that of security [of the OSCE staff]," he said. "The United States wants the mission's deployment zone to be in the entire territory of the conflict, including on the border with the Russian Federation."
At the same time, the State Department's special envoy suggested that "the deployment of the UN mission can begin with the contact line."
He also noted that the timing of the possible deployment of the mission had not been defined. "It is not yet clear when this will happen," he said. Volker also stressed that at the first stage it is necessary "to achieve a long-term ceasefire."
Answering the TASS question, the representative of the State Department noted that Ukraine must fulfill its obligations under the Minsk agreements.
"The Ukrainian side has to observe the Minsk agreement," he said, noting that, in particular, the law on the special status of Donbass must be implemented, which has already been adopted by the Verkhovna Rada.
According to him, the US agrees that Ukraine's control over the border with the Russian Federation should be established only after the political points of the Minsk agreements are implemented.
"Establishing control over the Russian-Ukrainian border must be preceded by solving political issues," Volker said. "Among the issues there are the status of Donbass, the holding of local elections in the region."
Volker also said at a meeting in Dubai with the Russian presidential aide Vladislav Surkov the United States did not provide any specific plan for peacekeeping mission in Donbass.
"There was no specific plan presented in Dubai, I would not call it like that. We had a detailed discussion, but not a document on it's [the mission's] practical work," he said, adding that date of a new meeting with Surkov has not yet been determined.
