Donetsk Defense: Weekly Situation Report, 10/27/2017
Last week, battalion-tactical exercises were, combined tactical and tactical-fire exercises were held in the formations and military units of the DPR Armed Forces.
The Armed Forces of the DPR continue holding activities jointly with the power-wielding structures of the Republic to counteract terrorism and combat enemy sabotage and reconnaissance groups.
Over the past 24 hours, 34 violations of the ceasefire regime by the Ukrainian Armed Forces were recorded.
In the Donetsk direction, the enemy used mortars, weapons of infantry fighting vehicles, various types of grenade launchers and small arms. 65 mortar shells of 120-mm and 82-mm calibres were fired at nine localities' adjacent areas.
In the Mariupol direction, the enemy fired three missiles from the multiple rocket launch system Grad, 15 artillery projectiles of 152-mm and 122-mm calibres, 126 mortar shells of 120-mm and 82-mm calibres onto the areas five localities.
In total, over the past week, the enemy committed 178 violations of the ceasefire regime, launching onto the Republic's territory 733 artillery projectiles, tank rounds and mortar shells of 120-mm and 82-mm calibres.
Areas of 24 Republic's localities were affected by the AFU fire.
Two civilians were wounded as a result of the AFU bombardments. Three houses were damaged in Dokuchayevsk locality on Tsentralnaya Street, one house – in Zaitsevo locality on Gladky Street, and two houses – in Alexandrovka locality.
Two soldiers of the DPR Armed Forces were killed and two were wounded in the defense lines of the Republic.
The AFU command continues concentrating heavy weapons near the line of combat contact. In particular:
152-mm towed howitzer MSTA-B — 4 units;
122-mm MLRS BM-21 Grad — 12 units;
122-mm self-propelled artillery mount 2S1 Gvozdika — 4 units;
100-mm anti-tank gun Rapira — 12 units;
T-64 tank — 24 units;
9K35 anti-aircraft missile system Strela-10 — 6 units.
Along with that, the absence of heavy weapons in the storage sites is daily recorded in the reports of the OSCE Mission:
100-mm anti-tank gun MT-12 Rapira — 18 units;
85-mm anti-tank gun D-48 — 3 units;
In total, the absence of 21 heavy weapons units of the AFU was established for the past week.
Three inspection teams from Italy, Romania and Slovakia arrived in Ukraine and began to work on October 24 to monitor Ukraine's compliance with the agreement on conventional armed forces in Europe, signed in 1992.
In particular, Ukraine's limit of heavy weapons under this international treaty is as follows:
tanks — 4,080 units;
armored combat vehicles — 5,050 units;
artillery systems of 100-mm and larger calibre — 4,040 units;
combat aircraft — 1,090 units;
shock helicopters — 330 units.
We have obtained an embargoed report meant for Pyotr Poroshenko, prepared in October 2017 during the transfer of new models of weapons and military equipment to the Ukrainian Armed Forces, according to which the Ukrainian industry put into operation the following pieces in the mentioned years:
in 2014 – 19,700 weapons were repaired, 300 new pieces were delivered;
in 2015 – 22,200 weapons were repaired, 1,300 new pieces were delivered;
in 2016 – 17,300 weapons were repaired, 1,400 new pieces were delivered;
in 2017 – 9,350 weapons have been repaired, 240 new pieces have been delivered, and by the end of this year it is planned to repair 1,800 weapons and deliver 3,700 new pieces.
At the same time, 35% of the total amount of weapons delivered since 2014 fall under the conventional arms treaty.
It is important to note that these pieces of equipment are in the AFU arsenal and most of them are stationed in the 'ATO' zone. Moreover, the National Guard of Ukraine and its other power structures are equipped with some types of weapons. In this connection, we draw the attention of the international commission to attempts to deceive verification of conventional weapons during the inspection.
At the same time, the self-destruction of warehouses in Svatovo, Balakleya, in the area of Mariupol and in Kalinovka of the Vinnitsa region may be used to justify the understating of the amount of inspected weapons in order to conceal the fact of their being stationed in the 'ATO' zone.
At that, the AFU servicemen can compare these figures, announced by the president of Ukraine during a closed session, with a real quantity of new equipment put into service in formations and units.
According to our intelligence, the rotation of formations and military units has began in the 'ATO' zone. Some brigades will be withdrawn from the war zone with personnel and heavy weapons after the inspection by the international commission is over.
At the same time, the AFU command are taking advantage of the situation and have begun large-scale looting of the colossal allocated monetary and material resources to provide for the replacement of formations and units on the frontline, began their. In particular, echelons with food and clothing arrived in Kramatorsk several times this week. However, it has been established already that, when inspecting the property, representatives of the logistics services of the so-called 'ATO' headquarters, found out that the invoices did not match the available assets, namely, a shortage of 2,400 kg of dry rations and about 1,000 sets of winter field clothing. These are the facts that have been discovered so far.
It is worth noting the fact of the visit of Pyotr Poroshenko to the base of the 72nd brigade of the AFU in Avdeyevka locality on October 22. According to the SBU, two persons were eliminated during the visit, as they had been preparing an attempt on the president of Ukraine. In a while, due to the negative reaction of the opposition forces, the Security Service of Ukraine refused its statements, and went over to refute them.
We confirm the fact of a skirmish between the Ukrainian forces on October 22 outside Avdeyevka. However, we can not say that this was exactly the same special operation to eliminate the oppositionists. Let this remain on a stain on the conscience of the Ukrainian special services.
At the same time, the stated goal of Poroshenko's visit to the 72th brigade was to demonstrate the president's attention to the problems of the army. Poroshenko has started actively paying such visits to the formations and military units of the Ukrainian armed forces since the intensification of opposition protests in Kiev. Apparently, he went on this tour on the recommendation of his advisors, who had immediately realized how critical the president's position was. All this attention to the armed forces on the part of Poroshenko is now associated exclusively with his intention to enlist the support of the army for the period when the threat of an anti-state coup is tough.
Nevertheless, populist statements by the president of Ukraine do not abolish the termination of rebates for utility services, travel and allocation of land, which was to be provided to servicemen on their return from the 'ATO' zone.
At that, according to the data received from the AFU units that are to be replaced, more than 40% of the personnel are not satisfied with the current policy of the head of state and are ready to support the Saakashvili rally outside the building of the Verkhovna Rada.
Servicemen are being retained from direct participation in rallies before the rotation by the enhanced control over the roads leading from the so-called 'ATO' zone by units of the National Guard of Ukraine.
The development of events at rallies in Kiev after the return of units that bring with them unaccounted or written-off weapons can easily be imagined.
In addition to that, our intelligence has obtained instructions by a commander of the National Guard of Ukraine, which do not openly state, but contain a certain fact: the NGU forces should secretly block units that are to be rotated, upon their return to permanent deployment sites, until the completion of verification activities conducted by SBU officers searching for weapons and ammunition, as well as anti-state sentiments among the arriving servicemen.
Besides, one of the ways to keep servicemen deployed in the 'ATO' zone away from participating in various social and political discourses is the rotation of the units without the return of those replaced to permanent deployment sites. There is practiced their withdrawal to the training grounds for the so-called combat coordination, which, for some reason that only the supreme Ukrainian command can understand, is conducted upon the completion of combat missions by units and formations. According to the document, which is based on the statement by the President of Ukraine Pyotr Poroshenko, such a rotation will be meant for the units that have come to the AFU from the nationalist and volunteer battalions.
Thus, we can state that the army of Ukraine is becoming a powerful weapon in the process of individual politicians' achieving their goals.
