In an interview with the German edition Bild, Ukraine's Prosecutor General Yury Lutsenko said that the Ukrainian side was not going to implement the fifth paragraph of the Minsk Agreements, which reads: "Ensure pardon and amnesty by enacting a law prohibiting the prosecution and punishment of persons in connection with events, which took place in certain areas of the Donetsk and Lugansk regions of Ukraine."
Commenting on this paragraph of the Minsk Agreements, Lutsenko said that an amnesty can only be granted in Ukraine individually. In his opinion, 40,000 Ukrainian 'separatists' "must admit their guilt" and ask for amnesty. After that, according to the Prosecutor General, the Ukrainian court should consider each case separately and, if the court finds that a particular person did not commit serious crimes, then they can be pardoned.
Lutsenko also noted that even such a strange practice could be applied to the leaders of the DPR and the LPR.
