State Duma considers additional migration preferences for DPR, LPR residents

Participants of parliamentary hearings in the State Duma suggested that the government of the Russian Federation hold a full migration amnesty for residents of the Donetsk and Lugansk regions of Ukraine and develop an additional list of preferences on the territory of Russia. This is stated in the draft recommendations on the results of parliamentary hearings.

"Taking into account the humanitarian catastrophe in which citizens of Ukraine and stateless persons permanently residing in the territories of certain regions of Donetsk and Lugansk regions have been living, to conduct a full migration amnesty for this category of Russian compatriots and develop an additional list of preferences in the territory of Russia," the text of draft recommendations says.

Among the proposed benefit – "preferences when obtaining Russian citizenship, when obtaining a residence permit in Russia, when registering at the place of residence in Russia, as well as when applying for a job in the territory of the Russian Federation." In addition, participants of parliamentary hearings propose "to abolish (for residents of the DPR and the LPR) patents for work in the territory of Russia, so that employment is simplified through the employment service."

Moreover, in connection with the "massive nature of the persecution of Russian compatriots in Ukraine for political reasons," the draft says, the government is invited to develop a set of measures to legislatively simplify the granting of political asylum abroad.
