SBU plans to create front-line zone in Donbass without mobile communication - Document

The work of all mobile operators on the territory under Kiev's control in the zone of 50 kilometers from the line of demarcation with the DPR and LPR should be stopped. Such plans were set out in a secret document of the Security Service of Ukraine (SBU) intercepted by the intelligence of the Donetsk People's Republic (DPR).

The author of the proposal was the Chief of the SBU in the Donetsk and Lugansk regions, Major-General Alexander Kuts. The addressee is the chief of the Main Military Intelligence Service of the SBU Major-General Sergei Levchenko.

"I propose to prohibit the use of mobile communications in a 50 km zone along the contact line by completely switching off the base stations of all cellular operators in the specified zone," Kuts Levchenko wrote in a report (the document was classified as "secret").

The reason, according to Kutz, was the extremely high intelligence activity on the territory of Donbass "in the interests of foreign states", as well as the DPR and LPR. In September-October of this year, as a result of the operational-search activities, Kuts noted, 356 people were identified who were engaged in the collection of intelligence and transmitted them through mobile communications, SMS and mobile Internet. Whether they were detained, not reported.

Also, the chief of the SBU Main Directorate in Donbass proposes to give  satellite communication devices of the type" Iridium "and" Most-AS " instead of the existing means of cryptographic protection of the information" Obry " to officials.

At the same time, the SBU does not intend to turn off the MTS-Vodafone connection on the territories of the Donetsk and Lugansk People's Republics in order to leave an opportunity for monitoring the actions of Donetsk and Lugansk. In this regard, "it is proposed to provide SBU personnel with access to locks that are in government-troops-controlled territory," Kuts suggests.
