One cannot be said that the Minsk agreements work effectively, US Special Representative for Ukraine Kurt Volker said.
"Three years have passed since the conflict began, and the Minsk process has not yet stopped hostilities, people are dying there every week. The ceasefire, truce and further political steps, including elections in Donbass – for none of these conditions it is possible to achieve progress. So we can't say that the Minsk agreements work effectively," he said in an interview with Gazeta.ru.
"We hope that the US-Russian consultations will help to shift the situation from this point, to reach the moment when the Minsk agreements will begin to be implemented, and the conflict will start ceasing," Volker added.
